not pro-rated

Not Pro-rated budget items are things you only pay once in the specified time period - and that are not divided into parts:

e.g. you have an insurance and you pay the money for a whole year (120 USD) say on March 1.. 
With prorated budget items the amount would be splited up in 12 parts with 10 USD every month to be written down. 
Non pro-rated ones are budgeting those 120 USD only once in the given time period - 
so you have in one single month a year additional costs of 120 USD, instead of 10 USD every month.
