If you go into your CC account first, then use the File -> Import ->
OFX menu I believe that will solve your problem.

If you enter the account you're trying to import to, there should be a
link in the lower right of the screen saying something like "Show
Uncleared Transactions" which will bring up the dialog you're
referring to without doing a new import.  Before this was consistently
there, I used to have a dummy QIF file I would import which had one
null transaction which would get me into that dialog.  Since then, the
link has been added to save the extra step.
