[moneydance] 405 errors with Vanguard

Moneydance connects to a special server at each bank. These are known  
as OFX servers.

The key to connecting with them are in a configuration file that gets  
updated constantly to stay in synch with the ever changing  
configuration details on the servers. Moneydance check to see if it  
has the right details every couple of days, and automatically updates  
the details when it discovers new details.
