[moneydance] Stock Quote Synchronizer doesn't connect

You can get to that dialog several ways:
>From the main menu, select Tools->Edit Securities. In the Edit
Securities dialog, select the security from the scrolling list, and
click the Edit... button. In the Currency/Security History dialog that
comes up, click IT'S Edit... button. The Edit Security dialog that
then appears allows you to edit the Ticker Symbol.
OR
If you start in an Investment Account, bring up the Securities Detail
window for the selected security (there are a number of ways to do
this - I presume you know at least one of them). Click the History
button. That opens the Currency/Security History dialog, and (as
above) you can click its Edit... button to open the Edit Security
dialog to edit the Ticker Symbol.
Note that deleting the Ticker Symbol in the Edit Security dialog is
how you turn off the downloading of stock quotes for that security by
the Stock Quote Synchronizer plugin (typically after you sell it).
I formulated these steps using Moneydance 2007 (562) on a Mac, but
they should be similar with your version.
