Wayne,

First, the comments are ambiguous and conflicting. It appears to me that 
Sean thinks the banks changed something. So I'd advise not spending a lot 
of effort trying old releases, and instead put the effort into monitoring 
payments until Sean can tell us what's wrong.

Second, I suggested that you add your information to the trac. I don't see 
it. Solving problems is a cooperative affair. I suspect that you'll get 
more helpful responses here if you offer your help by adding your 
information to the trac.
